00:01 Hello Friends,Welcome to the Spoken Tutorial on “Finance options for Biogas plant
00:10 Earlier, we learnt about biogas and the benefits of having a biogas plant.
00:18 In this tutorial we will learn: How to apply for a loan to get a biogas plant built.
00:28 Fact that one can either self-finance or avail bank loan to build the biogas plant

01:05 Before we begin, it should be known that we can either self-finance or avail bank loan to build the biogas plant.
01:20 One should be also aware about the budget for building a Biogas plant.
01:27 The approximate cost for building the biogas plant is from Rs 20,000 to Rs 23,000/-
01:39 The first step to get a Biogas plant built is - Visiting Khadi and Village Industries Commision office of the respective district.
01:53 This office is also known as KVIC
01:59 Each KVIC has a Rural Energy Technical department.
02:05 Meet the Rural Energy Technician i.e. RET in the mentioned department.
02:14 Request the RET to make a visit to the proposed Biogas plant site.
02:22 Next, the RET will visit and inspect the prerequisite(s) required to avail the loan.
02:32 List of pre-requisite(s) to avail the loan is as follows:
02:39 Availability of land. For eg: 12 feet by 16 feet land is required for building 12feet by 8feet of Biogas plant.
02:56 Adequate supply of water for daily feeding of the biogas plant.
03:03 Approximate quantity of solid waste either in the form of cow-dung and /or the bio-degradable waste.
03:14 Please note, quantity of waste for the plant is directly proportional to the size of the plant.
03:24 For example, 25 kgs of solid waste and 25 litres of water is required for a 12feet x 8 feet of biogas plant.
03:41 The RET will also check the number and age of cattle
03:47 For example minimum 2 cows producing an average of 12 kg dung are required for a 2 cubic meter biogas plant
04:03 This check is to ensure supply of 25 kgs of dung to the biogas plant.
04:14 Lastly, the RET will check- the Bank account/loan account of the applicant.
04:25 If all the prerequisites are met, then the RET issues a technical feasibility certificate.
04:35 Once the technical feasibility certificate is issued, visit the nearest bank to avail the loan.
04:46 You may visit banks such as Private banks like IDBI bank, Canara bank, Union bank of India
04:59 Co-operative banks like Saraswat bank, Dombivli nagari sahakari bank, South canara district central cooperative bank (known as SCDCC),
05:18 Gramin bank of different states, and
05:23 Development credit bank (Known as DCB) etc.
05:31 So, what is the amount of loan one can get from the bank?
05:38 You will be surprised to know that you can avail 100% of loan from a bank.
05:47 However, it is to be noted that the following will vary from bank to bank.
05:56 Loan amount, Sanction period , Interest of loan and Loan repayment
06:07 Loan formalities start with filling up of the forms such as the ‘Loan Application Form’.
06:17 The RET officer will help you in filling the form.
06:24 As shown- the following details have to be filled in the application form-
06:31 Purpose of applying for the loan
06:35 Name and Address of the applicant
06:40 Resident of the respective village since year
06:46 Nature of activity
06:49 Age and Gender
06:52 Category-SC/ST/OBC and other such details.
07:01 I will now fill in the details as required in the form.
07:07 The filled form would look like this.
07:11 Along with the loan application form, the other documents to be attached are -
07:19 Technical feasibility certificate
07:24 Document of landholding
07:27 Photocopy of Ration card and Proof of annual income
07:35 After filling the form, we have to submit it to the bank officer for scrutiny.
07:46 We will receive the Branch Manager or Inspecting Officer’s Reference and Loan Approval.
07:55 Lets now talk about the cost factors for building the plant
08:02 The cost for building the plant depends upon factors such as Cost of raw material, Mason(s) charges, and Transportation cost from the hardware shop to the plant site.
08:21 The raw material and transportation cost along with the mason charges may vary from region to region.
08:33 The approximate break-up of budget is as follows:
08:39 Approximately Rs.4,000/- for the mason and his labourers
08:46 Approximately Rs.1,300/- for the biogas burner stove
08:54 Approximately Rs. 15,000/- for the raw material
09:02 Approximately Rs. 2000/- as transportation charges from the hardware shop to the plant site.
09:13 A Good news for all those who plan to build a Biogas plant is that- Government of India provides subsidies to build a Biogas plant
09:28 The subsidies provided to applicants are : Rs 9,000/- for General Category, Rs 11,000/- for SC/ST Category and Rs 17,000/- for North-Eastern States.
09:50 An extra subsidy of Rs 1,200/- is given if toilet is attached to the Biogas plant.
10:00 To avail the subsidy we need to fill a form after the Biogas plant is built.
10:07 This form is available with the local Gram Panchayat office.
10:14 I will now fill in the details as required in the form
10:19 The filled subsidy form will look like this.
10:23 Please note that subsidy will be granted only after sufficient proof for the biogas plant is given such as
10:35 Technical feasibility certificate of the biogas plant. and
10:41 Photo of the applicant with the biogas plant.
10:45 Apart from banks, farmer groups also help financially for building a biogas plant.
